Deputy Resident Representative

Dr Francisco Roquette, Deputy Resident Representative to Montenegro has four main responsibilities: ensuring the strategic direction of the UNDP programme; managing the programme practice areas; strategic partnerships with Government officials and civil society, other UN agencies, technical experts, multi-lateral and bilateral donors; and provision of policy advice to the Government and facilitation of knowledge building and management.
Before joining the UNDP, Dr. Roquette worked in the World Bank supervising day-to-day implementation of the Ethiopia's Public Sector Capacity Building Program and working with the Senior Country Economist regarding growth corridors. In close cooperation with the Government of Ethiopia at national and regional levels, the bulk of his activities related to advising on the implementation of capacity-building services, such as business process reengineering and institutional analysis, and partnership-building with other donors for  program delivery in the areas of civil service reform, decentralization, urban development, ICT, tax collection and justice reform. While in Ethiopia, he also taught several masters’ degrees in the Institute of Development Research, University of Addis Ababa.
In addition, Dr. Roquette managed a large-scale data collection/analysis from several Eastern European and Sub-Saharan African Countries for UNEP/University of Cambridge environment-related poverty analysis whereas in Mozambique he worked in investment banking (IFC-World Bank Group and BCP-Portugal) in project, corporate and research divisions mainly related to development corridors, electricity and gas pipeline management as well economical and financial restructuring of small and medium enterprises.
Dr. Roquette holds a PhD in Management Studies and a MPhil in Development Studies (University of Cambridge, UK), a marketing management certificate (University of South Africa) and a BA in Economics and Management (University of Bologna, Italy).
