The UNDP Montenegro history in brief:
In 2002 UNDP established a relatively small liaison office in Montenegro, then a Republic of FRY, with two national staff and one international Head of Programme. Over a 5 year period the programme expanded, leading in the course of time to the establishment of a fully-fledged Country Office in 2006, with a programme portfolio target of approximately 30 million dollars until 2011.

Montenegro achieved its independence through a peaceful and democratic referendum in May 2006 and it became 192nd United Nations Member State in June of the same year.  At a session held in September 2006 the UNDP/UNFPA Executive Board adopted the Country Programme Document for the Republic of Montenegro for the period between 2007 – 2011.

The purpose of the Country Programme Document is to define priority areas for cooperation and partnership in three major fields: capacity development for public management, greater social inclusion of marginalised groups and promotion of environmentally sensitive economic development.

As information based advocates, within the mentioned priority areas, the UNDP Montenegro Team’s overarching goal over the coming years is to accelerate the country’s EU integration aspirations and to help its progress towards achieving the Millennium Development Goals, and to leave a culture of advocacy upon mission closure through the following corporate thematic areas:  

The UNDP Montenegro also continues to promote donor cooperation to address emerging development priorities and special attention is given to the strengthening and coordination of UN system at country level.

What have we accomplished so far and what we aim for in the near future
Since 2002, the UNDP Montenegro has provided assistance in developing institutional capacity in key ministries, helped focus attention on issues of poverty and human development, bridge gaps between governmental and non-governmental sectors, and put definition and action into the ecostate concept. The UNDP Montenegro has established itself as a trusted development partner, and considerable potential remains for continued UNDP support to national development priorities.

As for the next period, the proposed programme addresses the key strategic goal of the newly independent nation, which is to become a prosperous, member state of the European Union. It is divided into three major outcome areas corresponding to the areas where key lessons were learned, namely: greater social inclusion of marginalized groups; capacity development for public management; and promotion of environmentally sensitive economic development.

 

How UNDP works with the UN country team

UNDP is part of the UN Country Team (UNCT) and UNDP Resident Representative is also the UN Resident Coordinator whereas UNDP Deputy Resident Representative is representative of UNDP in the UNCT. UNDP contributes to the overall achievement of UNCT and RC goals as well as work plans and it is also actively involved in implementation of the Integrated UN Programme 2010-2015.

Following close consultations with the Government of Montenegro, as well as other national and international stakeholders, it has been agreed that this first Integrated UN Programme will have three result areas, or Pillars, broadly entitled Social Inclusion, Democratic Governance and Environmental Sustainability and Economic Development. In all three result areas, the core principles of human rights, gender equality and development of national capacity will be upheld and incorporated throughout the implementation of the Programme. UNDP is currently chairing two out of three Pillars of the Integrated Programme.
