How UNDP works with the UN country teamResident Coordinator System The Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together different UN agencies to improve efficiency and effectiveness of operational activities at the country level. The Resident Coordinator, who is funded and managed by UNDP, leads the UN Country Team Montenegro and is a designated representative of the Secretary-General for development operations. Working closely with national governments, the Resident Coordinator and country team advocate the interests and mandates of the UN system while drawing on the support and guidance of the entire UN family. The Resident Coordinator is also the UNDP Resident Representative; therefore UNDP is represented in the UNCT by the UNDP Deputy Resident Representative. Delivering as One and Coordination Mechanisms The UN reform 'Delivering as One' in Montenegro is articulated through the Integrated UN Programe 2010 – 2016. The document is a six year collective plan of actions and programmes aimed at increasing the coherence and efficiency of the UN System in Montenegro and its developmental impact in order to support national key development priorities, such as the EU accession process. The goal of the Integrated UN Programme for Montenegro is to enhance development results and impact by bringing together the comparative advantages of the UN system within a single strategic framework. Through the Programme, in partnership with the Government and other development stakeholders in civil society and the private sector, the UN system strives to deliver focused and value-added results in development assistance as a harmonized organization with unity of purpose, coherence in management and efficiency in operations. The ultimate aim of the UN in Montenegro is to contribute to making a difference in the lives of all who make Montenegro their home. UNDP contributes to the overall achievement of UNCT and RC goals and is actively involved in the implementation of the Integrated UN Programme through a convening/chairing role of a number of working groups: Democratic Governance Pillar Working Group, Sustainable Economic Development & Environmental Protection Pillar Working Group, Working Group on Gender and Human Rights. UNDP as a member of the Operations Management Team assists the UN Country Team in terms of operations services. Also, projects of two non-resident UN Agencies (UN WOMEN and UNESCO) are accommodated at the UNDP premises. UNDP also performs administrative services for all non-resident UN agencies with activities in Montenegro. The UN Security Management Team (SMT) is chaired by the Resident Coordinator in his capacity as the UN Designated Official for Security. There are also an HIV/AIDS Theme Group, chaired by WHO, and the Joint Technical Team on HIV/AIDS led by the RC Office. Other inter-agency groups are the Operations Management Team (OMT) which is led by the UNICEF and tasked, inter alia, with harmonizing UN operations practices and developing new common services; and the Joint Communications Group led by the RC Office. UN Country Team The UNCT ensures inter-agency coordination and decision-making at the country level. The main purpose of the Country Team is for individual agencies to plan and work together, as part of the Resident Coordinator system, to ensure the delivery of tangible results in support of the development agenda of the Government. The UNCT membership, roles and responsibilities are laid out clearly, which includes accountability to each other and the Resident Coordinator, taking responsibility for elements of the RC/UNCT work plan, particularly in oversight of subsidiary groups, mobilization of resources for the UN Country Fund and Integrated UN Programme, and taking part in mutual assessments. This, however, does not prejudice their relationship with their own agency. The UNCT Montenegro is comprised of five resident UN agencies: UNDP, UNHCR, UNICEF, WHO, IOM. In total, there are eleven resident and regionally based UN agencies which are Participating Organisations of the Integrated UN Programme Montenegro: UNDP (United Nations Development Programme); UNHCR (United Nations High Commissioner for Refugees); UNICEF (The United Nations Children's Fund); WHO (World Health Organization); IOM (International Organization for Migration); FAO (Food and Agriculture Organization); UNEP (UN Environment Programme); UNESCO (UN Educational, Scientific and Cultural Organization); UNIDO (UN Industrial Development Organisation); UNECE (United Nations Economic Commission for Europe); UN WOMEN (United Nations Entity for Gender Equality and the Empowerment of Women). Through active contribution of its two communications professionals, UNDP has an important role in shaping synchronized communications and advocacy policy of the UN System in Montenegro, aimed at strengthening coherent UN image in the country.
Jointly, the 11 Participating Organisations are implementing a comprehensive communications strategy which is in line with the Integrated UN Programme and Delivering as One process. The strategy promotes and strengthens the position and image of the UN System in Montenegro as an invaluable partner in a process of Euro-Atlantic integrations and achievement of Millennium Development Goals.
