Rule of Law and Human Rights Programme

The rule of law remains one of the main concerns in the process of democratic reforms of the Montenegrin society and its European integration processes. The UNDP Montenegro is involved in the judicial reform area since 2004. The Rule of Law and Human Rights Programme has been providing policy and technical support to the Ministry of Justice in drafting the most important documents in this field, such as the Strategy and Action Plan for the implementation of the reform of Judiciary (2007-2012), Criminal Procedure Code and changes and amendments to the Criminal Code. Ongoing efforts are focused on responding to major priorities: independence of judiciary, efficiency of justice, access to justice, corruption and integrity and organized crime and include: adoption of the Law on Legal Aid that will for the first time establish a Legal Aid system in Montenegro and enabling its efficient implementation, strengthening the capacities of the national Center for Mediation, promotion of mediation and alternative sanctions, strengthening the capacities of judiciary to fight corruption and organized crime through the continuous education as well as a series of tailored trainings for judges and prosecutors, in cooperation with the national Judicial Training Center.
