Global Environmental Facility and Energy Portfolio

The project objectives are to assist the Government of Montenegro in complying with the Rio Conventions through focus on environmental protection, development of small hydro power, implementation of energy efficiency measures, and diversification of renewable sources of energy. 
Project components:

  1. Partnership with Private Sector in Energy Efficiency:  UNDP established a public-private partnership for sustainable development with the Promonte and the Hypo Group Alpe Adria in order to demonstrate the potential for energy savings in selected buildings that is estimated to be up to 30 percent with return on investment measured in years rather than decades and in order to initiate a chain reaction within both large and small/medium private business.   
  2. Power Sector Policy Reform to Promote Small Hydropower Development in Montenegro
  3. Compliance with the Rio Conventions:  a) UN Framework Convention for Climate Change (UNFCCC), the UN Convention on Biological Diversity and the UN Convention to Combat Desertification: a) National Capacity Self Assessment (NCSA): assessment of the Montenegro’s capacity to comply with the three Rio Conventions (UN Convention on Biological Diversity (UNCBD); UN Framework Convention on Climate Change (UNFCCC) and UN Convention to Combat Desertification (UNCCD) with objective to determine existing capacities and evaluate priority needs on systemic, institutional and individual level.  It aims to strengthen the dialogue, information and cooperation among stakeholders; b) GEF Biodiversity Strategy, Action Plan and First National Report (BSAP): creation of a strategy and an action plan for Montenegro that would identify strategic directions and actions to conserve biodiversity; c) GEF Preparation of the Initial National Communication (INC) to UNFCCC: (i) compilation of the national greenhouse gas inventory; (ii) an update of analysis of potential measures to abate the increase in greenhouse gas emissions; (iii) a vulnerability assessment and analysis of adaptation options; (iv) preparation of the Second National Communication for Montenegro and submission to the Conference of Parties (CoP).
