Spatial Planning Support Project (SPSP)

Project Goal:
Integrating sustainable development principles into processes of spatial planning and legalization of informal settlements and improving enforcement of the legislation on Planning and Construction, thereby establishing a clear link between economic growth, poverty reduction and environmental sustainability. 

Project Components:

  1. Sustainable Spatial Planning and Development in Municipalities in the Northern Montenegro:  In order to ensure proper implementation of the Law on Planning and Construction, SPSP provided: a) assistance to underdeveloped Municipalites in drafting obligatory planning documents; b) expert support to the municipal officials, professionals and decision makers through trainings, provision and exchange of information, and cooperation with international networks, regional and local entities in other countries. This component is still ongoing in Municipalities of Mojkovac and Cetinje.
  1. Efficient implementation of the spatial planning legislation and legislation related to legalization of informal settlements:In close cooperation with the Ministry of Sustainable Development and Tourism of Montenegro, from 2007 SPSP worked on improving the spatial planning legislation, and this part of component, financed by SIDA, is finished in August 2011. SPSP will continue to support Ministry of Tourism and Environment in identifying alternative solutions for legalization of informal settlements trough a) development of Pilot projects that will give initial study on the energy efficiency characteristics of the informal building sector in Montenegro and an assessment of the economic mitigation potential of the sector and b) development of initial study of level of seismic risk in existing informal settlements and propose recommendations for future solutions.
  2. Active Participation of Civil Society in Spatial Planning and Development:  SPSP helped in ensuring transparent implementation of the Law on Planning and Construction by supporting active public participation through public consultations, establishment of models of good practice and monitoring mechanisms. This component is finished in August 2011.
