Montenegrins are determined to develop their country in a manner that ensures poverty alleviation through economic growth but not at the expense of a healthy environment. One of the keys to attaining that goal lies in drafting, passing and implementing sound spatial planning legislation and policies. UNDP Montenegro is working with the national government to ensure that spatial planning legislation is harmonized with EU standards. Rio Conventions
The Rio Conventions are the three UN conventions opened for signature during the United Nations Conference on Environment and Development (also known as The Earth Summit) on 3-14 June, 1992 in Rio de Janeiro, Brazil: UN Convention on Biological Diversity, UN Framework Convention on Climate Change, and UN Convention to Combat Desertification. UNDP Montenegro completed a National Capacity Self Assessment (NCSA) in 2008. The project assessed capacity related needs relevant to the implementation of the three Rio Conventions with the objective of determining existing capacities and evaluating priority needs on systemic, institutional and individual levels. Beyond the initial assessment the goal is to strengthen dialogue, information sharing and cooperation among stakeholders.
The formulation of coherent national environmental policy and its implementation needs to be underpinned by reliable and accurate information if correct and timely decisions are to be made. The principal need is for a system that is efficient and able to take into account the rapid environmental changes taking place. Environmental changes, especially in forestry and human habitats, are accelerating and there is a need to put in place a consistent and transparent system for managing and maintaining different types of environmental information at the national level. This information needs to be accessible to various groups internationally, within government, the citizenry and commercial organizations. Sustainable tourism
Montenegro’s tourism industry has enjoyed a boom in recent years. That boom has been largely responsible for dynamic economic growth in the country. The summer season tourism boom along the coast has outpaced the region’s infrastructure capacity to handle the large influx of visitors. Water and electricity shortages are not uncommon when the coast becomes inundated with visitors during the 6 – 8 week peak. Traffic jams along coastal roadways are becoming more frequent in the tourist season, in part due to an intensified effort to build desperately needed physical infrastructure. These unfortunate growing pains can have a detrimental effect on the effort to continue the promotion and acceptance of Montenegro as a world class tourism destination.
