The government and a number of NGOs are devoting great resources to fight corruption in Montenegro. The fight against corruption is widely recognized as one of the most important efforts in the process of transitioning Montenegro into a democratic state bound by the rule of law. Roma are the poorest community in Montenegro and this project will decrease vulnerability and human security risks Roma face by improving their access to social services and development opportunities, thus reducing their poverty. In particular, the project will assist the national government in its efforts to implement the National Action Plans for Roma Inclusion 2005-2015, as part of the Decade of Roma Inclusion
Gender discrimination is a source of endemic poverty, inequitable and low economic growth, high HIV prevalence, and inadequate governance. Any form of gender discrimination is a denial of human rights and an obstacle to human development.
In March 2007 the Regional Project on Internally Displaced Persons (IDP) Associations was launched in Montenegro, Serbia and the UN Administered province of Kosovo. The objective of the project is to improve the capacity of IDP associations and other actors involved to respond to the challenges associated with abrupt population movements in the region. At the time it was estimated that there were approximately 24,600 IDPs living in Montenegro, of which approximately 16,500 were from Kosovo. The Kosovo IDPs are concentrated in three areas within Montenegro: in the north, around the municipality of Berane; in the central region, around the capital, Podgorica; and in the south, around the municipality of Bar. The programme is a five year effort that is financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM).
With 89 reported cases of HIV, Montenegro, which has a population of just over 600,000, has a low prevalence of the disease. The Institute for Public Health estimates that there may be as many as 300-500 cases in the country (that figure being derived by using World Health Organization methodology). The primary goal of the programme is to assure that incidence of the disease does not rise. |
