Programmes and Projects within the Democratic Governance Cluster:

 

Capacity Development Programme

  1. Assistance to establish and implement functions of newly created government institutions: Ministry for European Integration, Commission for European Integration, Groups for European integration and Commission for Coordination of IPA.
  2. Assistance to the Ministry for European Integration and line Ministries to increase their absorption and implementation capacity, particularly in order to maximize effects of the European Pre-Accession Assistance;
  3. Support to the Ministry of Foreign Affairs in improving their capacity to report on international conventions, treaties and other commitments, including the Millennium Declaration; strengthening of functional capacities of the Ministry in accordance with newly emerged needs in an independent state context;
  4. Assistance to the Ministry of Finance to efficiently plan, analyze and manage the public finances in support to country’s aspirations for sustainable development and EU integration.

Montenegro Demilitarization
Capacity Development for SALW (Small Arms and Light Weapons) Demilitarization and Safe Storage for Montenegro  - MONDEM. This is a joint initiative of Montenegrin Ministry of Defense, Organization for Security and Cooperation in Europe and the UNDP.

Judicial Reform Programme
In 2008, UNDP launched a Judicial Reform Programme in order to support the implementation of the Action plan for the judicial reform in Montenegro and for the purpose of strengthening of the capacities of Judiciary to fight corruption and organized crime - assistance to Ministry of Justice, Supreme State Prosecutor and Courts with relevant expertise and equipment to complete tasks from European Partnership and to provide equal access to justice for all inhabitants of Montenegro.
