Capacity Development Programme (CDP)Mission Statement: CDP contributes to development of institutional and administrative capacities of Montenegro for the European Integration process. The Capacity Development Programme has been successfully operating sinceSeptember 2003 as a partnership between the Government of Montenegro, the Foundation Open Society Institute (FOSI-ROM) and the UNDP. The CDP’s initial 2003 budget of $550,000, provided by the FOSI-ROM, the UNDP and the GoM grew to 1,7 million by the end of the first phase of the program in 2007. The second phase of CDP started in February 2007, following a formal request from the Deputy Prime Minister for European Integration (DPM EI) to assist the Government of Montenegro in meeting its strategic priorities for the European Integration and associated public administration reforms. The initial budget for the second phase of CDP assistance from 2007- 2009 is $ 1.9 million. During the second phase, priority is given to strengthening of administrative capacities for implementation of the Stabilisation and Association Agreement and introduction of new coordination machinery and personnel at the centre of government. Also, the CDP is supporting a series of institutional and functional horizontal and vertical reviews, re-structuring and reorganisation in different key sectors of the state administration, as well as cutting across sectors. The Programme is managed by the Executive Committee, chaired by the Head of Governmental Secretariat for European Integration (SEI), assisted by the Capacity Development Unit (CDU) and answerable to the Steering Committee chaired by DPM EI. After starting a new CDP phase, its managing unit - CDU - opened an office in the SEI premises, which proves greater Government of Montenegro’s ownership of the Programme.
